Notice on 2018 China (Hangzhou) International Children’s Cartoon Competition
The 2018 China (Hangzhou) International Children’s Cartoon Competition held by Executive Committee Office of China International Cartoon and Animation Festival, China National Youth and Children’s Palace Association and China Association for Children’s Plastic Arts, undertaken by Hangzhou Youth & Children’s Center, and co-undertaken by Zhejiang Provincial People’s Association for Friendship with Foreign Countries and Hangzhou Municipal People’s Association for Friendship with Foreign Countries. The relevant issues of the competition are as follows:

I. Overview
China International Cartoon and Animation Festival is sponsored by the State Administration of Press, Publication, Radio, Film and Television of the People’s Republic of China, and the People’s Government of Zhejiang, and undertaken by the People’s Government of Hangzhou, the Administration of Press, Publication, Radio, Film and Television of Zhejiang and Zhejiang Radio & TV Group. It is the only state-level cartoon and animation festival. Since its settlement in Hangzhou China in 2005, it has become a grand professional occasion of largest scale, highest popularization and widest influence. It has been listed as a key-supported project in the State “Twelfth-Five” Culture Reform and Development Planning Outline and an important activity of the “Chinese Culture Going Out”.

The China (Hangzhou) International Children’s Cartoon Competition, as a sub-project of the Cartoon & Animation Festival, has been successfully held for 13 times since 2006. The Competition event and exhibition run the whole year. There are participants coming from five continents and 40 countries and regions participating in the competition with a total number of participant of more than 300,000. There are over 900 unit participants and almost 100 foreign groups. 12 series of more than 40,000 copies of award-winning works have been published. The Competition advocates original works, and every year, it picks theme from a variety of themes including Chinese culture, thinking of future freely, humane care, environmental protection, etc. by combing the current trend. The competition also invites several experts both home and abroad including Han Meilin, Zhu Deyong, Huang Yulang and Cai Zhizhong, Phil Ye (US), Pang Bangye (South Korea) etc. to be the judges of the competition.

Each year, it will select out over 4500 awards such as Special Award, Golden Award, Silver Award, Cooper Award, Outstanding Award and Tutor Award etc. Now it has become a brand activity of CICAF which has most participants and highest internationalization level as well as one of the international teenager’s cultural activities which have much influence in China. What’s more, it is a big platform for the cultural exchange and communication among children and the youth of China and other countries who love paining arts.

Since 2011, the Competition has been organizing the youth creativity teaching forum themed “Collision, Fusion, Creativity- Cartoon & Animation Culture and Children’s Arts Teaching” once every year. It invites experts, scholars and first line teachers in the animation education circle both home and abroad. Through combination of high end report, experience sharing and site experience, with the mutual penetration of pioneering things and universal things and in the form of all-round discussions of multi-dimension, it has made contribution to improving the animation teaching activity level and enriching education theory for teachers both in and out of the school.

From 2014, the Competition has launched international itinerant exhibitions. Over 1000 excellent award-winning works have been selected to present at over than 50 international itinerant exhibitions in countries including Malaysia, Germany, Japan, Russia, Canada, Singapore, Hungary and regions including Taiwan. It has also set up six overseas sub-divisions respectively in Malaysia, Japan, Canada, Singapore, Britain and Germany which have laid good foundation for further expansion of Chinese culture in the world.

II. Steps
In early October 2017, launch the competition 
From November 2017 to April 2018, organize the relevant competition activities to promote the competition concept. 
Deadline for contribution is March 1, 2018
From March to April 2018, initial evaluation, re-evaluation and final evaluation of works will be conducted with list of award-wining works released; exhibition and award ceremony will be prepared; works will be printed out as collection afterwards. (Issues related to award ceremony will be further noticed in early April). 
In early May 2018, perform awarding and exhibition during the time when the China International Cartoon and Animation Festival is held. 
By the end of June 2018, certificate and collection of works for the competition will be issued and mailed. 
From May 2018 to the end of 2018, the domestic and international itinerant exhibitions of the awarded works will be held. 

III. Special Invitation 

Sincerely invite undertakers of international sub-division. The Competition will continue to set up international sub-divisions worldwide. Any unit who has the ability and is willing to do so can apply to the Organization Committee.  
Sincerely invite domestic itinerant exhibition undertakers. The 2018 Competition will have quality participating units from different cities of China to hold plenty of domestic exhibitions. Any unit who has the ability can apply to the Organization Committee.  
Sincerely invite international itinerant exhibition and exchange summer camp cooperators. During the summer vacation of 2018, international sub-division will organize award winners to participate in the Opening Ceremony of the local culture and art exchange activity and international itinerant exhibition, and to issue the international exhibition certificate. The origination committee of the Competition sincerely invites all participating units to participate in the international exchange and exhibition activities together.

IV. Attentions 

The competition will not charge for entry fees in any form.
Organizing prize will be awarded based on quantity and award-winning conditions of contribution.

IX. Rules 

Participants are divided into the Youth Group (middle school students and high school students) and Children Group (Primary School Students and Smaller Children).
The participants shall ensure the participating works is a piece of original works. They will be responsible for all legal responsibilities and aftermaths due to any infringement on other people’s legitimate rights. In case of violation, the award winning qualification of such works will be cancelled. 
Each participant is allowed to contribute 1 piece of works.

X. Requirements 

Send original hand-painting works. The Competition does not accept color printing works or works with cooperative painters. The works shall have healthy, positive and innovative content. The patterns of manifestation are not limited. Paper of single, four panel comic, cartoon strips, cartoon books or other innovative cartoon can all be contributed, both white & black or multi-color. The single cartoon should be between 20×30cm and 40×55cm. No framing is needed. Cartoon books should be no more than 8 pages with a size between 15×20cm and 30×40cm, and should better be bound together in book form (no restriction on the binding form). 
Each work will be stuck on the bottom right corner a Registration Table of the Participating Works (refer to Appendix 2) which includes nationality, name, gender, date of birth and group to attend, name of school (or organizations not from the school), address, post code, telephone number, tutor and title etc to be filled out by the author. XI. Awards

Top Grade Prize will be awarded to 10 contestants (RMB 1,000 each).
Gold Prize, Silver Prize, Bronze Prize and Merit Prize will be awarded for 1%, 1.5%, 2.5% and 5% participants of total contribution works respectively.  
Excellent Organizer Award for the team who has delivered more than 200 pieces of works or the team with the maximum awarded works. 
Excellent Tutor Prize for tutors of Grade Prize Winners and Gold Prize Winners and main principal teachers of the organization winning the Organization Prize.
Excellent works winning prizes will be included in the Collection. Contestant winning the Silver award or above will be awarded with a certificate and one Collection.
Prize winning participants will have the priority to sign with Humorist comics to be their specially-invited contributor.

XII. Works Exhibition

Name List of all prize winners will be announced at the beginning of May on the websites of China International Cartoon and Animation Festival and Hangzhou Youth and Children’s Center. Prize-winning works will be displayed in various forms. The Competition will publish works collection in quality 12K color paper. The Competition takes advantage of the new media to set up online exhibition hall. It also launches an online exhibition each week through the mobile APP “Weixiao” all year around.  Some award-winning works will be released in magazines including Humorist comics and Gamersky etc.In the second half of 2018, International Itinerant Exhibition of Outstanding Works of China (Hangzhou) International Children’s Cartoon Competition will be held successively in Canada, Japan, Malaysia, Singapore, Germany, Britain etc. Exhibition of award-winning works will be organized in different domestic cities.

XIII. Agreement

No work will be returned back. The authors agree to transfer the publishing right, exhibition right and property right of the works to the Host.

All the participants are deemed to agree with the rules above.
